New Jerseys ONLINE CHILD PREDATORS 2011:
Ronald Oshrin, 50, of Budd Lake, New Jersey
Sentenced to 15 years Federal Prison
for recording children with Hidden Cameras

A computer consultant from Budd Lake has been sentenced to 15 years in prison for installing hidden cameras in his Morris County home and then using the cameras to secretly record young girls who were nude or undressing. While admitting to his crime in December 2011, Ronald Oshrin, 50, pleaded guilty before U.S. District Judge Joseph H. Rodriguez to production of child pornography. Judge Rodriguez imposed the sentence in federal court in Camden.

At the time the initial charges were brought in April 2012 against Oshrin – who is married with children – his lawyer said his client had 23 years of experience as a computer consultant with "the veteran's administration." Oshrin has admitted, according to authorities, that between 2007 and April 2012, he installed hidden cameras in a bedroom and a bathroom of his home in order to record nine young girls in various states of undress.

He's also admitted to editing the videos to produce still photographs, authorities say, as well as to distributing videos and the still photographs of the girls over the internet.

In addition, authorities said, Oshrin admitted to having sexual contact with certain minors.

According to an FBI-signed complaint made public in April 2012, agents spoke with Oshrin and he allegedly told them that he "regularly downloads child pornography from various websites on the internet.”

In addition, the complaint alleged that “he also regularly distributed child pornography through various methods including direct e-mail and posting on known child pornography sites and file sharing sites.”

The complaint also alleged that "when pre-pubescent girls were in the bathroom or bedroom, (Oshrin) would monitor the cameras and make video recordings of the girls ... disrobing, using the shower or using the toilet.

"Because he installed multiple cameras ... it allowed video production from various angles and allowed him to focus on specific areas of interest," the complaint said.

Corruption & Internet Gambling:
Joplin Councilman BILL SCEARCE
Admitted knowing about Gambling Operation

Councilman Bill Scearce said that he ultimately did know there was illegal gambling going on in an office he was renting to another man in the early 1990s in Joplin, Missouri.

Scearce, who had previously denied (to the Joplin Globe) having any knowledge that a illegal bookmaking operation was being carried out, said he did not know that was to be the use of the office at the time he agreed to rent it to Kenneth Lovett. But, he also said, that he did not do anything about it after he found out.

Scearce called the Globe and said he wanted to clarify earlier statements he made regarding his knowledge of bookmaking operations that had gone on in an office behind one of his former businesses, Olsten Staffing Services.

He is facing an investigation sought by the City Council into a previous FBI probe of gambling in Joplin. The council wants to know whether the FBI had turned up anything about Scearce that might have constituted a violation of council rules. In the same investigation, recent questions about property transactions involving Councilman Mike Woolston, a real estate agent, are to be scrutinized.

Mayor Melodee Colbert-Kean said Friday the council probe will continue.

“We’re going to let the investigation play out,” she said. “Maybe earlier it could have been waylaid or suspended but at this point it would behoove us to follow through to make sure everything is on the up and up.”

An FBI probe that started in Joplin in 2008 resulted in the firing of at least one Joplin Police Department officer and the indictments last year of three Joplin men on bookmaking charges.

Lovett, 73, and William Lisle, 58, were named in a Feb. 29, 2012, indictment with conducting illegal sports betting on the Internet from 2003 until 2011.

Lovett was fined $2,000 and ordered confined to his home for six months. He also was placed on probation for two years. Lisle received a similar sentence as did Clyde A. In court documents filed with the men’s cases, Scearce was listed as having been the person from whom Lovett rented an office in the early 1990s. Lovett was engaged in bookmaking during those years as well, according to court documents.

Scearce was asked by the Globe last year about the nature of his association with Lovett. He said Lovett had rented office space from him and that he was unaware of for what he used the office. He also said he resented the Globe asking him about it. He told the Globe again, in September of this year, that he had no knowledge of what transpired in the office he had rented to Lovett.

On Friday, Scearce said he did not know Lovett would use the office for gambling when he first rented it to him.

“I did later find out he was gambling,” Scearce said. “I did become aware that Kenney was a bookie. There were a lot of people going in and out of there.”

Scearce said he personally never gambled with Lovett. He said when he found out that was what was going on in the rental office, he sought advice from legal advisers. He said he was advised to do nothing and to stay out of Lovett’s office. He said he called a meeting of his staff members and told them “none of us was to have any association with them.”

Scearce said that he was questioned by the FBI at one time in regard to the operation.

“The FBI came and visited with me,” he said. “They asked if I gambled, and I said no, I didn’t. They didn’t charge me with anything.”

Scearce said the FBI also did not charge Lovett with any crime related to the time frame of the office rental, which was from 1991 to 1995. Lovett’s indictment was related to Internet gambling that had taken place since 2008.

Scearce, asked in a second conversation on Friday if he should keep his council seat in view of the changing statements, said, “I just wanted to make sure you understand I didn’t feel I had to do anything about it” when he learned of the gambling. “Why would it have any bearing on my ability to serve on the council? This happened in 1991. I was not on the council when this took place. I was a private citizen.”

The Globe, in September 2012, filed a formal request for the FBI reports regarding the gambling and public corruption probe it had conducted. Those reports have not so far been forthcoming. The council asked that its investigator obtain the reports.

Sentenced to 13 Years in Federal Prison
For Child Pornography And Gun Possession


Defendant Had 2006 State Convictions for Possession of Child Pornography

A Skagit County felon was sentenced today in U.S. District Court in Seattle to 13 years in prison for possession of child pornography and being a felon in possession of a firearm, announced U.S. Attorney Jenny A. Durkan. Leif O’Neil Christensen, 32, of Anacortes, Washington, had been convicted in 2006 in Snohomish County of possession of child pornography. Due to that conviction, Christensen faced a 10-year mandatory minimum sentence and was prohibited from possessing a firearm. U.S. District Judge James L. Robart imposed 20 years of supervised release following the prison term.

Christensen came to the attention of law enforcement in February 2010 when an FBI agent working online in an undercover capacity identified an Internet protocol (IP) address that was using peer-to-peer file sharing software to distribute child pornography. The IP address was linked to Christensen. As officers were preparing search warrants, Christensen was arrested for failing to register as a sex offender.

In December 2010, a second investigation led to a different IP address associated with Christensen in Anacortes, Washington. In March 2011, law enforcement searched that home and found both child pornography and a Ruger firearm in Christensen’s living space. Christensen was arrested. He was indicted in October 2011 and pleaded guilty in January 2012.

In asking for a 15-year sentence, prosecutors wrote to the court that Christensen’s criminal history “reveals a combustible mix of sexual deviancy, violence, poor impulse control, and drug abuse and addiction. He has admitted to molesting three boys when he was in his late teens and early 20s.

The abuse he suffered as a child undoubtedly affected him and most likely contributed to his current criminal history and the instant offense. Understanding his background may help explain his situation somewhat, but it does not mitigate the danger that he poses now, to the community at large, and to young children that he might meet. The overriding concern is that the defendant be prevented from molesting another boy.”

Search of Defendant’s Residence Yields Hundreds
of Images of Child Pornography


Richard Evans, 25, of Washington, D.C., was sentenced today to nine years in prison on a federal charge of distributing child pornography, announced U.S. Attorney Ronald C. Machen, Jr..

Evans pled guilty to the charge in March 2012 in the U.S. District Court for the District of Columbia. He was sentenced by the Honorable Gladys Kessler.

Following completion of his prison term, Evans will be placed on a 10 year supervised release, with numerous conditions. Among other things, Evans must restrict his use of the Internet, undergo sex offender treatment, register as a sex offender for 25 years, and refrain from contact with children.

According to a factual proffer of evidence presented during the court proceedings, on November 15, 2011, Evans contacted an undercover agent with the FBI’s Child Exploitation Task Force on a social network site.

Over those next two weeks, EVANS engaged in multiple online conversations with the undercover officer, during which he expressed an interest in meeting an underaged girl and engaging in sexual contact with her.

Evans also sent the undercover officer multiple images of child pornography and acknowledged that he actively traded child pornography with other individuals online. In the course of the online communications, Evans further expressed interest in watching the undercover performing sexual acts with the under-aged girl via web camera over the Internet and in having the undercover send him a video of the underaged girl engaged in sexual acts.

Law enforcement obtained an arrest warrant for Evans and a search warrant for his residence in Washington, D.C. On November 30, 2011, Evans was arrested. A forensic analysis of computer equipment inside Evans’ residence confirmed that he possessed approximately 560 images and 102 videos of child pornography, which were organized into various subfolders according to the category of sexual genre, fetish, and/or sexual acts.

Illinois ONLINE CHILD PREDATORS 2009/2012:
Eight Self-Identified ‘Boy Lovers’ Sentenced
to Federal Prison for Sexual Exploitation Crimes

Three years after several self-identified “boylovers,” who met in person and online to discuss their sexual interest in children and trade child pornography, were arrested in an FBI sting during or soon after a purported party at a hotel in suburban Skokie, a total of eight defendants have been convicted and sentenced to federal prison terms as a result of the investigation. The sentences ranged from nine years for a suburban Crest Hill man sentenced last week in Chicago to 120 years for a Missouri man sentenced last year in St. Louis.


Six of the eight defendants pleaded guilty and three of them cooperated against others, while the Crest Hill man and a Missouri defendant were convicted after separate trials. All were prosecuted as part of an investigation by the Chicago FBI’s Innocent Images Task Force, which culminated with the undercover sting in September 2009.

“The sentences in these cases reflect the stark reality that defendants who prey upon children by sexually exploiting or abusing them will be punished severely,” said Gary S. Shapiro, Acting United States Attorney for the Northern District of Illinois. He announced the sentences together with William C. Monroe, Acting Special Agent in Charge of the Chicago Office of the Federal Bureau of Investigation.

Mark McGill, 27, of Crest Hill, was sentenced to nine years in prison, followed by 20 years’ supervised release, by U.S. District Judge Joan Gottschall on October 9th, 2012. McGill was convicted of possessing and distributing child pornography after a trial in March 2012. Evidence at McGill’s trial showed that he had attended at least one party with other “boylovers.”

In August 2009, McGill gave a cooperating defendant a thumb drive containing approximately 3.500 images and nearly 60 videos containing child pornography.

Jose Garcia, 25, of Schererville, Indiana, was sentenced to 33 years in prison, followed by lifetime supervised release, by U.S. District Judge Amy St. Eve on July 23. Garcia, who cooperated, pleaded guilty to producing, possessing, and distributing child pornography.

Jacob Elliott, 32, of Matteson, was sentenced to 20 years in prison, followed by 10 years’ supervised release, by U.S. District Judge John Grady on July 18. Elliott, who cooperated, pleaded guilty to producing and possessing child pornography.

Corey Stinefast, 30, of Kenosha, Wisconsin, sentenced to 18 years in prison, followed by lifetime supervised release, by Judge St. Eve on June 13. Stinefast pleaded guilty to possessing and distributing child pornography, and he was found to have amassed a collection of more than 191.000 images of child pornography.

Neal Maschke, 42, of West Chicago, was sentenced to nine years in prison, followed by five years’ supervised release, by U.S. District Judge Samuel Der-Yeghiayan in October 2010. Maschke pleaded guilty to possessing child pornography.

Donald Peppers, 38, of Hoffman Estates, sentenced to 27 years in prison, followed by lifetime supervised release, by the late U.S. District Judge William Hibbler in December 2010. Peppers, who cooperated, pleaded guilty to producing, transporting, and possessing child pornography, including an admission that he had produced a video of himself sexually molesting a 1-year-old child. Peppers’ arrest and subsequent cooperation touched off the investigation that resulted in the other prosecutions.

Garcia and Maschke were arrested when they showed up for what they believed was going to be a “boylovers” party at the Skokie hotel in September 2009. McGill and Stinefast were arrested a short time later. Two other defendants, Michael Martin and Matthew Klopfenstine, were convicted in federal courts in St. Louis and Kansas City, respectively, based on evidence gathered during this investigation. Martin was sentenced last year to 120 years in prison for producing child pornography, and Klopfenstine was sentenced recently to 15 years and eight months for producing child pornography.

Reminder of FEDERAL ONLINE CHILD PREDATORS 2011/12:
Former U.S. Department of Education educator
Joseph Butler, 66, of Clarkston and
Navy seaman Spencer Duncan, 23, from Lawrenceville
sentenced for Involvement with Child Pornography

One was a career employee with the U.S. Department of Education and the other, a sailor with the U.S. Navy. But federal prosecutors said while these men were serving their country, they were involved in the collection and distribution of child sexual abuse images.

On Wednesday, the former educator Mr. Joseph Butler, 66, of Clarkston, and the former seaman Mr. Spencer Duncan, 23, of Lawrenceville, were sentenced for their involvement in child pornography, according to the U.S. Attorney’s Office.



In March 2012, Mr. Butler was sentenced to 10 years for collecting child pornography while using his government computer and Mr. Butler was sentenced to six years and six months for distributing child pornography.

“These two cases illustrate the important point that consumers and purveyors of child pornography can be found everywhere,” Mrs. Yates said. “Both defendants had worked in service to our country and yet were collecting or distributing photographs of children being sexually abused.”

Federal investigators said Mr. Butler used his work computer to download child pornography from the internet onto CD-ROMs, which he then took home.

In July 2011, federal agents executed a search warrant at Mr. Butler’s home where they found the CD-ROMs of child pornography along with boxes full of children’s clothes and toys, Mrs. Yates said. They also found a collection of self-authored stories that described in graphic detail young children having sex with adults and animals.

Mr. Duncan was caught when an undercover FBI agent was able to download sexually explicit images of minors from the former seaman’s computer, Mrs. Yates said.

Mr. Duncan had created an account on a peer-to-peer file sharing network and made his collection of child pornography available to others, she said.

“The FBI found thousands of such images and dozens of videos on Duncan’s computer when they executed a search warrant at his house,” Mrs. Yates said.

Both Mr. Butler and Mr. Duncan pleaded guilty to the crime in December 2011. Once released, they will be required to register as sex offenders and Mr. Butler will have to undergo five years of supervised release and Mr. Duncan faces 10 years of supervised release.

THE POWELL CASE:
James Powell, 49, of Bridgeville, Delaware, was sentenced on October 1st, 2013, to 10 years in prison on federal charges of traveling interstate to engage in illicit sexual conduct with a minor and possession of child pornography.

Powell pled guilty to the charges in April 2013 in the U.S. District Court for the District of Columbia. He was sentenced by the Honorable Reggie B. Walton. Powell was convicted in Prince George’s County, Maryland in 1997 of third-degree sexual abuse in a case that involved a child and was therefore subject to a 10-year mandatory minimum sentence. Following completion of his prison term, Powell will be placed on 20 years of supervised release. He also will be required to register as a sex offender for 25 years after his prison term.

According to the government’s evidence, on September 10th, 2012, Powell contacted an undercover officer with the FBI’s Child Exploitation Task Force, who had entered a social network site frequented by individuals with a sexual interest in children. Over the next few days, Powell engaged in online e-mail, instant message, and text message conversations with the undercover officer, whom Powell believed was the father of an underaged girl. During this period of time, Powell arranged with the undercover officer to meet for the purpose of engaging in sexual acts with the child. During the course of their communications, Powell also sent the undercover officers two images of child pornography.

On September 12th, 2012, Powell traveled from Delaware to a prearranged meeting place in Washington, D.C. When he arrived at the meeting place, he was arrested. He has been in custody ever since. (Well done, off the streets)
THE OSBORN CASE

According to statements made at the hearing and documents filed in court, Osborn was identified by the FBI through reports of child pornography trafficking provided by AOL LLC to the National Center for Missing and Exploited Children (NCMEC). Under federal law, Internet service providers, such as AOL, are required to report suspected child pornography being transmitted over their servers to NCMEC, which then directs these “cybertips” to the appropriate law enforcement agency. AOL reported that a particular online username, later linked to Osborn, had been used to trade images of child pornography with another computer user in South Florida.



On May 26th, 2011, federal agents executed a search warrant at Osborn’s New Castle residence and arrested Osborn after finding more than 700 images of child pornography on his computer equipment. Law enforcement agents also searched Osborn’s e-mail account, which was found to contain numerous images of child pornography. Osborn’s child pornography collection included images of girls, ranging from prepubescence to mid-teenage, engaged in various sexual acts or posing lasciviously. Forensic data found on the equipment indicated that Osborn had been receiving and distributing images of child pornography for a number of years. Also found on Osborn’s computer equipment were more than 500 Internet chat logs between Osborn and others regarding child sexual exploitation.

According to information provided at court hearings, in the past, Osborn worked as a school bus driver, substitute teacher, and with the Newport, Delaware chapter of Job’s Daughters, a youth organization for girls.

At sentencing, Osborn faces a mandatory minimum sentence of five years in prison and a maximum sentence of 20 years in prison. Osborn also faces a term of supervised release following his prison sentence of five years to life, and will be required to register as a sex offender in any jurisdiction in which he lives, works, or attends school. Osborn has been detained since his May 26th, 2011 arrest. 

INTERNATIONAL Online Child Predator(s):
Greek Citizen Georgios Sgouros, 43
and 5 other (U.S. Citizens) from Colorado
sentenced between 78 and 120 months in PRISON

Greek Man Sentenced for Traveling in Interstate Commerce with Intent to Engage in Illicit Sexual Act with Minor

Georgios Sgouros, 43, of Athens, Greece, was sentenced in March 2012 by Chief U.S. District Court Judge Wiley Y. Daniel to 10 years in federal prison for traveling with the intent to engage in illicit sexual conduct. Following his prison sentence, Chief Judge Daniel ordered Sgouros to serve 10 years on supervised release, although the defendant is a citizen and national of Greece and therefore will likely before face deportation.

Sgouros was charged by criminal complaint on June 16th, 2010. He was indicted by a federal grand jury in Denver on July 12th, 2010. He pled guilty to travel with the intent to engage in sexual conduct charge on December 1st, 2011.

According to court documents, on January 28th, 2010, a United States Immigration and Customs Enforcement (ICE) special agent posed in an undercover sting Operation as a single Mom with two girls, age 5 respectively 7.

While in an undercover capacity, the Agent engaged in an Internet chat with Sgouros, who expressed interest in traveling to Colorado in having sex with the two childrengirls. During the chats, Sgouros and the undercover agent also discussed the logistics of where he would stay during his visit, and how they would meet up at the International airport in Denver.

During the next several months, Sgouros and the undercover agent exchanged e-mails as well as private chats on the Internet regarding Sgouros’ intention to engage in sexual activity with the children.

On June 13th and 14th, 2010, the man, IDd as Georgios Sgouros, e-mailed the undercover agent his travel itinerary from Athens, Greece to Denver. As on June 15th, 2010, Sgouros was admitted into the United States by U.S. Customs and Border Protection (CBP) at Philadelphia International Airport. He arrived in the U.S. aboard a flight from Amsterdam. He then flew from Philadelphia to Denver, where he was met by ICE special agents and taken into custody.

Michael Bilotta

Michael Bilotta of Garfield County, Colorado, was sentenced by U.S. District Court Judge John L. Kane to serve 100 months in federal prison, followed by a life term of supervised release for possession of child pornography. On three separate occasions, the defendant was discovered sharing hundreds of gigabytes online, which constituted tens of thousands of images and videos of child pornography, including images of children as you as 10 years old. In total, Bilotta possessed over 100.000 images of child pornography.

Sean Scott of Pueblo, Colorado, was sentenced by U.S. District Court Judge John L. Kane to serve 120 months in federal prison, followed by a life term of supervised release for possession of child pornography. On two separate occasions, the defendant possessed hundreds of images and videos of child pornography. He shared his collection of over 185 videos of child pornography online, and some of the videos depicted the sounds of the children’s abuse.

Daniel Petura

Daniel Petura of Arapahoe County, Colorado, was sentenced by U.S. District Court Judge Philip A. Brimmer to serve 78 months in federal prison, followed by 10 years of supervised release, for possession of child pornography. The defendant bought a subscription to a website that provided child pornography and accessed the website approximately 4.000 times. Petura was found in possession of over 1.500 images of child pornography, some depicting infants, and some of which he had obtained from the subscription website.

Stephen Mark Erway

Stephen Mark Erway of Denver, Colorado, was sentenced to 120 months in federal prison by Senior U.S. District Court Judge Lewis T. Babcock for violating the terms of his probation for possession of child pornography. Erway was convicted in 1988 with crimes related to the sexual exploitation of minors, including child pornography. He served a prison sentence and was released on probation. While on probation, he violated the terms of his probation by improperly using computers and by engaging in online relationships with minors.

James Matthew Allen

James Matthew Allen of Denver, Colorado, was sentenced by U.S. District Court Judge William J. Martinez to serve 120 months in federal prison, followed by 12 years of supervised release, for possession of child pornography. Allen was a registered sex offender at the time he was discovered trading images of child pornography online. He was found in possession of just under 150 images of child pornography.

Wisconsin ONLINE CHILD PREDATORS 2012:
David Whitworth, 40, of Monroe, arrested and charged
with production and receipt of child pornography via Internet



U.S. Attorney William J. Hochul, Jr. announced on March 15th 2012 that David Whitworth, 40, of Monroe, Wisconsin, was arrested and charged by criminal complaint with production and receipt of child pornography. The charges carry a maximum penalty of life in prison, a fine of 250.000 USD or both.

Assistant U.S. Attorney Maura K. O’Donnell, who was handling the case, stated that according to the complaint, the defendant posed as a modeling agent online to induce minors in the Western District of New York and elsewhere to produce pornographic images of themselves, which they then forwarded to Whitworth via the Internet.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. The charges are the culmination of an investigation on the part of special agents of the Federal Bureau of Investigation, under the direction of Special Agent in Charge Christopher M. Gill, Jr.; and Officers from the Cheektowaga Police Department, under the direction of Chief David Zack.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

California ONLINE CHILD PREDATORS 2010:
Pete Andre Flores, 24, of Thornton, Sentenced to Six Years in Prison for
Child Pornography Charges


On March 15th, 2012, United States Attorney Benjamin B. Wagner announced that Pete Andre Flores, 24, of Thornton, was sentenced by United States District Judge Morrison C. England, Jr. to six years in prison, to be followed by 10 years of supervised release, for possessing child pornography.

According to court documents, on February 6th, 2010, an undercover LE Officer from New Hampshire was invited by Flores to use a peer-to-peer file-sharing program. The officer downloaded approximately 200 files depicting child pornography directly from Flores. On February 16th, 2010, a Sacramento FBI agent downloaded 20 files from Flores that depicted child pornography.
  
On February 18th, 2010, a federal search warrant was executed at Flores’s residence, and more than 27.300 images of child pornography were found on a Acer laptop computer belonging to Flores.

Connecticut ONLINE CHILD PREDATORS 2012:
Arthur Galloway, 38, of Shelton Sentenced to 30 Months in Federal Prison
for Trading Child Pornography on the Internet

Deirdre M. Daly, Acting United States Attorney for the District of Connecticut, announced that Arthur Galloway, 38, of Shelton, was sentenced on June 27th, 2013, by United States District Judge Janet Bond Arterton in New Haven to 30 months of imprisonment, followed by 10 years of supervised release, for trading child pornography on the Internet.

According to court documents and statement made in court, on March 14, 2012, the Connecticut State Police Computer Crimes Unit, Shelton Police Department, and Federal Bureau of Investigation conducted a court-authorized search of Galloway’s residence and seized a laptop computer, an external hard drive, and other items. Investigators determined that Galloway used the Internet to trade numerous images and video of child pornography, and he was arrested at that time.


Subsequent forensic analysis of the seized items revealed that Galloway possessed 11 printed photographs, 913 images, and 45 videos of children engaging in sexually explicit conduct. Some of the videos exceeded 20 minutes in length.

On January 11, 2013, Galloway pleaded guilty to one count of receipt and distribution of child pornography.

The Connecticut Child Exploitation Task Force, which is housed at the main FBI field office in New Haven, investigates crimes against children occurring over the Internet and provides computer forensic review services for participating agencies.

ONLINE CHILD PREDATORS 2011:
Retired Florida Teacher Dale Chisena, Sentenced to 30 Years for Traveling to Kentucky for Sexual Relations with Two Juveniles

U.S. District Judge Karen Caldwell sentenced 60-year-old Dale Chisena for interstate travel to engage in sex with a person under 12 years of age. "I'm pleased to say that my Cybercrimes Investigators working with the U.S. Attorney's Office and the Florida Department of Law Enforcement have taken another child predator off of the streets," General Conway said.

Chisena admitted that in July of 2011 he engaged in numerous online chats with a person he thought was the mother of nine and 11-year-old daughters. In reality, Chisena was talking to one of General Conway's cybercrimes investigators working undercover. Chisena was indicted on federal charges in April of 2011. According to his plea agreement, Chisena explained in detail his intentions to engage in sexual acts with the mother and her two daughters.

"Mr. Chisena had every intention of sexually exploiting young children," said U.S. Attorney Kerry Harvey. "We were fortunate that he was chatting with an undercover officer and not vulnerable children."

On February 4, 2011, Chisena flew from Florida to Lexington. He was arrested shortly after arriving at Bluegrass Airport by investigators from General Conway's Cybercrimes Unit. Chisena had brought gifts for the girls and other items that indicated his intention to perform sexual acts on the girls.

The investigation was conducted by the Attorney General's office and the FBI. The U.S. Attorney's Office was represented in the case by its Fort Mitchel Branch Office.

Since its creation in June of 2008, General Conway's Cybercrimes Unit has launched more than 270 child pornography investigations and seized more than 300.000 child pornographic images and videos from the Internet.

ONLINE CHILD PREDATORS 2011:
Justin M. Bowman, age 26, of Glen Burnie, MARYLAND

According to a plea agreement and statements in court, on June 21 and 22, 2011, Bowman used the computer at the gas station convenience store where he worked to view and download child pornography to the computer’s hard drive and to a thumb drive. After a store employee discovered Bowman’s activities on the computer, the Anne Arundel County Police began an investigation. On July 14, 2011, law enforcement executed search warrants and seized the computer from the store where Bowman worked, as well as Bowman’s home computer, netbook computer, and thumb drive from his residence.



All of the items seized contained images of minors engaged in sexually explicit conduct. The images found included those produced by Bowman at his home between September 8, 2010, and July 12, 2011 of three minor victims. Bowman admitted that he took sexually explicit photos of the victims - an 11-year-old boy and two toddlers, a boy and a girl. In addition to the images of child pornography that Bowman produced, there were more than 100 images of child pornography located on the seized items.

As part of his plea agreement, Bowman must register as a sex offender in the place where he resides, where he is an employee, and where he is a student, under the Sex Offender Registration and Notification Act (SORNA).

ILLINOIS Online Child Predators 2011:
“funson999” aka Michael Wayne Bailey
sentenced to 97 Months in Prison

On March 12th, 2012, Michael Wayne Bailey, 35, of Granite City, Illinois, was sentenced to a total of 97 months imprisonment charging him with possession of child pornography (count one) and receipt of child pornography (count two), the United States Attorney for the Southern District of Illinois, Stephen R. Wigginton, announced. The sentence consists of 97 months’ imprisonment on counts one and two, to run concurrently.

Bailey was also ordered to serve 20 years’ of supervised release on counts one and two, to run concurrently; fined 300 USD on each count, for a total fine of 600 USD; and ordered to pay an additional 200 USD special assessment. Bailey pled guilty to the two-count indictment on September 23rd, 2011 and has been detained since his arraignment on July 26th, 2011.

The violation referenced in count one of the indictment occurred on March 17th, 2011, when officers were executing a state search warrant and seized eight PCs with numerous other media devices from the residence which Bailey shared with other individuals. While profiling the data on the computers, officers located a screen name, “funson999,” which contained numerous chats, discussing the molestation of children and trading images of minors. Officers were able to track the funson999 account to Michael Bailey.


Bailey then admitted creating the funson999 account, stating that he would save images of minors engaged in sexually explicit conduct to his hard drive and then delete them. Bailey also stated he received approximately 10 images of minors engaged in sexually explicit conduct via the Web. Additionally he also admitted engaging in the chats recovered from his computer. Finally, Bailey stated that he deleted e-mails and other information associated to the funson999 account after the initial search warrant was executed.

The violation referenced in count two of the indictment occurred on October 2, 2009, when Bailey downloaded an image of a minor engaged in sexually explicit conduct. The case was investigated by the Madison County Sheriff’s Department and the Federal Bureau of Investigation’s Metro East Cyber Crimes and Analysis Task Force. The case itself was assigned to Assistant United States Attorney Angela Scott.

MARYLAND Online Child Predators 1995 - 2012:
Matthew David Sluss sentenced to 33 years in prison (Guildsolutions)

Matthew David Sluss aka "guildsolutions" had some time in his life, where he never thought he could be gay, until he endeavoured into the World-Wide-Web when knew for sure he was (gay) - when he has received a picture of a 14 year old boy - right there he was obsessed. He went on collecting these kind of photographes, by encrypting his CPU so that he would never be found. Disastrously for him, he was negligent in his attitude of login information, so finally his pictures were cought.

In 1995, Sluss was charged in Maryland for possession of child pornography. He was shocked to learn that he gets into trouble by possessing old photographs of naked and molested children that he never had contact with nor didn't even know them. Additionally he was also charged with intent to deliver child pornography as with fourth degree sexual assault. Having reached a plea deal with the prosecutors at the time, he received 18 months on probation and was ordered to obtain counseling and stay away from children.

Later in his life, Sluss moved to the state of Arkansas (possibly to leave behind his shock and prisonal past) and stayed with some other like-minded pedophile buddy. His dream about starting a new life with the old behaviour, has not turned out as the way he thought it would. But something in some moment provided him with the opportunity to befriend some neighborhood children who were being severely neglected, some common pedophile rationalization. Trying to establish the best he could in Arkansas, he decided to returned home to his native Maryland. Back home he learned, that he was wanted by Law Enforcement in Arkansas for the sexual abuse of those neighborhood children he had befriended, and was arrested and put to jail.

Meantime, Sluss continued to interact with children, even though it was expressly against the conditions of his Maryland conviction for child pornography. Upto that very day, Sluss continued to interact with children, having taken a trip with at least two of them and some other adult pedophile, Eric C. Hagen, aka "Stewedsquirrel" from Aurora, Colorado, in July of 2006, as evidenced by the photo gallery on his former blog - (blog.guildsolutions.com - Site is down). It is believed that Sluss and Hagen were roommates in Colorado at the time.

Matthew Sluss also had another interesting connection to the pedophile world. In addition to the above, he also used to be a friend-of-a-friend of Jim Finn, aka Jimf3. Finn has been arrested for possession of child pornography.

Sluss had been working in the IT profession (he holds an associates degree in computer science from Allegany College of Maryland), he owned an internet hosting service at www.guildsolutions.com.

Besides the child pornography charges, Sluss was formerly been charged with unlawful possession of a credit card number, being in receipt of a stolen credit card, receipt of a credit card unlawfully, being a fugitive from justice (the Arkansas incident), child abuse by custodian, battery and theft.

On March 12th, 2012, U.S. District Judge Ellen B. Hollander sentenced Matthew Sluss, age 36, of Rawlings, Maryland, to 33 years in prison followed by lifetime supervised release for advertising child pornography through an Internet file sharing program. The sentence was announced by United States Attorney for the District of Maryland Rod J. Rosenstein.

“Two prior convictions for sexually abusing children did not deter Matthew Sluss from using the Internet to contact other pedophiles and produce child pornography, so now he will spend most of his remaining years in federal prison where he will pose no danger to children,” said Rosenstein.

According to his plea agreement, Sluss had previously been convicted of two offenses related to the sexual abuse of two minor boys and was required to register as a sex offender.

Sluss was a widespread Internet user of a publicly available peer-to-peer file sharing network and was involved in the advertising and distribution of child pornography. According to his plea, in 2009, the FBI Philadelphia Division began an undercover investigation into a user of a file sharing program, later identified as Sluss, who was sharing more than 115.000 files.

The FBI browsed through the content of the shared files and observed child pornography images and hundreds of videos with titles symbolic to child pornography.

During November and December 2009, the FBI downloaded 108 images and one video that contained visual illustrations of minors engaging in sexually explicit conduct. At that time, Sluss was residing in Denver, Colorado and a search warrant was executed at his home.

Law enforcement seized multiple computers and hard drives from the residence. Sluss advised the agents that he was previously employed as a network administrator, and that he hosted his own mail server and website, so, according to Sluss (seems like a make-believe), all of the data on his computers and hard drives was encrypted to protect the “documents” and prevent anyone without the appropriate password from viewing the files. A forensic review of the computers and hard drives revealed that much of the data was encrypted.

By February 2010, Sluss had moved to his parents’ home in Rawlings, Maryland, and on February 8th, 2010, registered as a sex offender with Maryland’s Sex Offender Registry, as required due to his previous convictions.

In spring and summer 2010, five separate law enforcement officers working in an undercover sting, determined that Sluss was downloading and sharing large amounts of child pornography over a publicly available file sharing program. The FBI’s Baltimore, Buffalo, Miami, and Sacramento Divisions, as well as the Toronto, Canada Police Service, all downloaded child pornography being shared by Sluss over the Internet. Video surveillance was conducted at Sluss’s residence in August and September 2010, during which Sluss was observed sitting at his computer in his bedroom, using the file sharing program and downloading images and videos of child pornography.

On September 15th, 2010, the FBI executed a next warrant at the Sluss home. Just prior to the execution of the warrant, Sluss was observed sitting at his computer in his bedroom using the file sharing program. As agents entered the residence, Sluss attempted to block the agents’ entrance at the kitchen door. As the agents began to enter, Sluss ran towards his bedroom (like a little child), where he was stopped by an agent who entered the residence through Sluss’ bedroom window.

When law enforcement agents viewed Sluss’s computer, the computer was logged onto the file sharing program and investigators were able to view the recent chat history between Sluss and his pedophile socalled “friends” on the file sharing program, as well as to access much of the data on Sluss’s various PCs.

One of the computers wired to Sluss’ bedroom was located in the rear of the crawl space under the first floor of the residence. Investigators were able to view and copy most of the data contained on this computer, which revealed over 25.000 files containing images and video of child pornography. One of the computers in Sluss’s bedroom contained much encrypted volumes.

According to the plea agreement, the file sharing program used by Sluss contains a “chat” feature that allows the user to communicate with others who use the program either through “private” or “public” chats. A review of Sluss’ computer revealed numerous chats from Sluss using the file sharing program in which he encourages the production, transportation, and distribution of child pornography. Specifically, Sluss encouraged his pedophile “friends” to make videos of boys engaged in sexually explicit activity by webcam, and share those videos with Sluss.

For example, in early September 2010, Sluss posted the following messages:

  • “I don’t want teens... But I’m not giving out the private shares unless I get similar back... preteen...”
  • “And again, im looking for stuff that is very recent. im spending HOURS each day... getting boys to go private for me i want the same.”

Who is Who ? The Next Election Hack ! Matthew Weaver, the arrogant and unteachable wannabe "Hacker", Sentenced to one Year Federal Prison for Rigging Campus Elections

Matthew Weaver, 22, resident of Huntington Beach, California, and a former candidate for student council president at California State University San Marcos, hoped to guarantee himself victory by rigging the 2012 Associated Students, Inc. election through cyber fraud, but, he ended up winning a year in prison instead. (ROFL)

Weaver was using a Keylogger to steal passwords and identities of nearly 750 fellow students. Then he cast votes for himself (as well of some supporters of him on the ballot) using those stolen names. He was caught during the final hour of the election in March 2012 when network administrators noticed unusual voting activity associated with one single CPU on the campus. A California State Police officer sent to investigate the suspicions, found Weaver working on that particular machine. He had casted more than 600 votes for himself using the stolen identities.

“Some people wanted to paint this as a college prank gone bad, but he took the identities of almost 750 people, and that’s a serious thing,” said Special Agent Charles Chabalko, who worked the investigation out of the FBI San Diego Field Division after being contacted by California State Police authorities. “He had access to these students’ e-mails, financial information, and their social networks. He had access to everything.”
Weaver installed keyloggers (inexpensive devices easily purchased on the Internet) on 19 different campus computers. Those who used the machines were unaware that Weaver later retrieved every keystroke they made, enabling him to obtain their usernames and passwords and then gain access to all their information.

When cyber investigator Chabalko and his partner, Special Agent Nick Arico, analyzed Weaver’s laptop after his arrest, they found a spreadsheet that included the names of all the people whose identities he had stolen. “He kept a detailed indept accounting,” Chabalko said. And that’s not all investigators found.

Weaver had made online searches that included topics such as “jail time for keylogger” and “how to rig an election.”

“He knew what he did was wrong,” Chabalko said. “And even after he was caught, he didn’t want to stand in to what he did. He tried to cover up his actions and blame his crime on other fellow students.”



The evidence against Weaver was simply overwhelming, however, he finally pled guilty in March 2013. At his sentencing, the federal judge who sent Weaver to prison noted that Weaver trying to frame others for his crime is “the phenomenal misjudgment I just can’t get around. That’s what bothers me more than the original rigging of the election.”

The investigators agreed, noting that while it was wrong for Weaver to try and steal the election, “what we were really concerned about was the privacy of those students whose identities he stole” Chabalko said. Prosecutors from the U.S. Attorney’s Office felt the same way, writing in their sentencing memorandum, “Weaver determinedly and repeatedly spied on his classmates, stole their passwords, read their secrets, and usurped their votes—and he did it with his eyes wide open.” (like a child that does not want to acknowledge his wrongdoing ! CALIFORNIA Online Child Predators 2012: CSU Assistant Sentenced to 450 Months in Prison for Aggravated Sexual Abuse of a 5-month-old infant

After Kenneth Martin Kyle, a former CSU assistant professor, plead guilty in 2009, he was sentenced March 8th, 2012, to 37-and-a-half years in prison. He also has been ordered to pay 50.000 USD in restitution for traveling across state lines to sexually abuse a infant, U.S. Attorney for the Northern District of California Melinda Haag announced.

In pleading guilty, Kyle admitted, that in August 2009, he traveled from San Francisco to St. Louis for the purpose of engaging in sexual acts with an infant victim. Immediately following his guilty plea, which was pursuant to a plea agreement, Kyle was sentenced by U.S. District Judge Jeffrey S. White.

“It is my hope that the sentence Mr. Kyle received, sends a strong message about the abhorrent conduct in this case” (as well as in nationwide similar cases), U.S. Attorney Haag said.

Protecting (our) children from sexual predators like Kyle, is an absolute important priority (TASK) to do so. My office will continue to work diligently with partners in law enforcement to track down and prosecute sexual predators to the fullest extent of the law.” Haag also stated.

Pedophile Kyle sentenced to 450 Months
At the time of his arrest (in March 2010), Kyle was an Assistant Professor of Justice Studies (My goodness (Headshake)) at the California State University in East Bay.

He came to the attention of the FBI when undercover agents discovered that he was sharing child pornography over a peer-to-peer file-sharing network.

The FBI passed this information along to San Francisco police officers who obtained a search warrant for Kyle’s San Francisco apartment.

During the search of Kyle’s apartment, they found computers and other devices containing child pornography and similar material. Because Kyle was out of the country at the time (..and therefor the search warrant was officialy "handed out"), San Francisco police officers shared their information with U.S. Immigration and Customs Enforcement (ICE)-Homeland Security Investigations (HSI), as well to other LEA (FBI etc.).

“Nothing is more gratifying than seeing someone like this, going to prison for a very, very, very long time, where he will no longer have the opportunity to harm children or other potential victims, in such a horrible fashion. said Clark Settles, “HSI will use every tool at its disposal to track down those who would and will harm our children, and see that they are brought to justice, at best as it can reach.”

During his plea hearing, Kyle admitted to molesting a 5-month-old infant in St. Louis over several months. The infant victim’s mother, Tessa Vanvlerah, currently faced at the time federal child pornography charges in California and Missouri and has pleaded guilty to state child molestation charges in Missouri. She was sentenced to consecutive life sentences for incest, statutory sodomy and statutory rape of her infant daughter.

The woman who fostered and then adopted the girl said initially, the girl would scream when anyone bathed her or changed her diaper. She still has night terrors and asks at each bedtime to make sure nobody else comes into the home. However, she said the girl is improving day by day and "is no longer Tessa's plaything and she is no longer Tessa's child."

Vanvlerah was arrested in 2010 following the arrest of 49-year-old Kenneth Kyle, a California State University East Bay professor, on child pornography charges. Along with hundreds of child porn images on Kyle's computers, investigators found information that led them to the St. Louis area, where Kyle had visited Vanvlerah four times in five months, since meeting online. During those visits, prosecutors say the pair had sex with the girl and each other at various hotels. (SEX with THE Girl?? An Infant ??? How Sick THE FORMULATION !!)

Forensic psychologist Dr. Brooke Kraushaar testified at Vanvlerah's sentencing hearing that Vanvlerah's dependent-personality disorder caused her to participate in Kyle's sexual fantasies, even though she knew sex acts involving the baby were wrong.

Kraushaar, who was hired by defense lawyers Brent Labovitz and Kevin Whiteley, described Vanvlerah as "a passive offender." Brooke said Vanvlerah was so afraid of being rejected by others that she also allowed Kyle to choke, burn and urinate on her.

But assistant prosecutor Kathi Alizadeh disputed the diagnosis, pointing out that Vanvlerah exercised free will in electronic communications with another man. Vanvlerah carved her nickname for the man, "Lord Nikon" into her skin at his request, the prosecutor said, but drew the line at one of his suggestions involving bestiality.

Alizadeh said police learned that Vanvlerah and another man, from Avon, Missouri, exchanged child porn and discussed plans for him to come to St. Louis to have sex with the infant, but it was never acted upon.

In 2008, when Vanvlerah was 18, a woman obtained a court order of protection against her, accusing her of seducing and having sex with the woman's 16-year-old autistic son. Alizadeh said it resulted in Vanvlerah's pregnancy.

Kyle, 47, of San Francisco, was indicted by a federal grand jury on April 1st, 2010. He was charged with aggravated sexual abuse of a child, production of child pornography, distribution of child pornography, transportation of child pornography, as well as possession of child pornography. Under the plea agreement, Kyle pleaded guilty to count one of the indictment.

The prosecution is the result of an investigation by ICE-HSI.
